SiebelIP17 Changes For Application Does Not Reflect with Inspect Workspace

ACTUAL BEHAVIOR

SiebelIP17 Changes do not reflect for Application Find Categories changes using Inspect Workspace
I created a developer workspace with a change to disable one Siebel Find Category (Application: Siebel Power Coms, disable any enabled Application Find).
When I open this workspace in thin client and click inspect, I expect to see my changes reflected.
Is this expected behaviour and where can we find documentation on this? The behaviour is inconsistent as I can see the changes reflected when I change other object types such as web template and preview in inspect mode.

EXPECTED BEHAVIOR

Inspect Workspace works correctly.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Make changes to Application Find, like make a option inactive
2. Try to inspect the changes
3. Changes are not reflected in application

BUSINESS IMPACT
-----------------------
Due to this issue, users cannot trust if all changes are there when inspect feature is used in development.
