Siebel IP17: Server Busy Error Upon Adding New Siebel Server

Information in this document applies to any platform.
When attempting to access Call Center application URL after deploying a new Siebel Server server the following error occurs:
1. Deployed Enterprise (gateway on Linux)
2. Deployed Siebel Server on Linux
3. Started Siebel Server and tested URL
4. Deployed Siebel Server on Windows
5. Started Siebel Server on Windows
6. Server is busy error is found
7. Deleted the Siebel Server on Windows
8. Server is busy error is not found
