On : 17.4 [IP2017] version, Loyalty

ACTUAL BEHAVIOR
---------------
After processing Loyalty member transaction (Manual Credit), no record/information available on point balances view "LOY Member Point Balance Details View".

EXPECTED BEHAVIOR
-----------------------
After processing Loyalty member transaction (Manual Credit), record/information should be available on point balances view "LOY Member Point Balance Details View".

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Process a number of transactions
- With an administrator, review the LOY Member points balance view, the points are seen
- With all other users, the point balances could not be seen

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot see record/information on point balances view "LOY Member Point Balance Details View".
