can't open login page with error SBL-NET-01023/SBL-SSM-00004

Symptoms
When accessing Siebel login page after fresh installing Siebel Server, it returns server busy message:
"The server you are trying to access is either busy or experiencing difficulties. Please close the Web browser, open a new browser window, and try logging in again. [19:30:23]"
SWSE log shows following output:
