On :  15.18 [IP2015] version, Client Functionality

When attempting to run DISA,
the following error occurs.

Failed to connect to Desktop Integration Siebel Agent on your machine! Please make sure it's running or check its configurations.(SBL-UIJ-52871)

The issue can be reproduced at will with the following steps:
1. Install DISA
2. Make the whitelist changes

The issue has the following business impact:
Due to this issue, users cannot run DISA
