Siebel EAI component - SBL-SCB-00005: Connection timeout waiting for message (Doc ID 2400328.1)

When trying to invoke web-service they are timing out. The following error occurs in the Siebel Connection Broker component (SCBroker):

SBL-SCB-00005: Connection timeout waiting for message.

The issue can be reproduced at will with the following steps:
1. Using the SOAP message send a request to siebel EAI component

2. No response is returned

3. In the siebel web server log file the following error occurs
