On : [IP2013] version, Siebel EAI

When attempting to create new customers ,
the following error occurs.

"The operation is invalid when there are no rows available.(SBL-DAT-00461)"(SBL-EAI-04376) (0x7501cd)

The issue can be reproduced at will with the following steps:
1. Creating a new Customer (Account/Contact/Address Creation) using inbound Webservice
