Siebel IP2015 Siebel Application Inaccessible after PS18 Patchset Installation

Symptoms

On : 15.18 [IP2015] version, Install

When attempting to access eCommunication OM after applying PS18 on top of PS7, the application does not come up and the following error occurs.

ERROR
-----------------------
The server you are trying to access is busy or experiencing difficulties. 

Siebel Application Object Manager log shows below errors:

"The DLL '<?>' could not be loaded"


STEPS
-----------------------
The issue can be reproduced ONLY in customer environment at will with the following steps:
1. Make sure application is working fine on IP2015 PS7
2. Apply PS18 and make sure that patch set is applied.
3. Check to see if Siebel application is up and running.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot access Siebel application and this was causing a setback.
