Cannot Delete HTML File From The Campaign Treatment Screen.

Cannot delete HTML file from the Campaign Treatment screen.
Since the Siebel upgrade, when our team needs to delete an HTML file from a treatment, once we hit the delete button (garbage bin) the screen just hangs and spins, and it takes takes 5+ minutes to delete. The file size is not big, such as 120 KB. The only way to move on to do more work once this happens is to close out of Siebel completely, open it back up, re-log in and then go back into the campaign and treatment. It is causing a lot of extra time because we frequently have to delete HTML files from multiple treatments during the email testing process to swap out updated files. I've attached a screenshot to explain further.
Delete does not cause hanging.
The issue can be reproduced at will with the following steps:
1. Go to Administration - Document > Literature
2. Click on 'New File' button to create a new record.
Choose File Name ='README.html', Literature Type = Offer Template, Access Level = Basic (default), Verification Status = Successful.
It is created successfully, Name = README, the same as the File Name.
3.Click on file name,gets File Download pop-up, click on Download button (Edit button is grayed out), the README.html opens in a separate window.
4.In Offers > drill down on an offer, drill down on a treatment, there is Edit Email.
5. Click on + to add a .html file.
6. Click on garbage icon to delete.

click on OK
