Standard Object That Used to be Active in Older Version is Now Inactive After Incremental Repository Merge (IRM) (Doc ID 2403739.1)

Symptoms

Siebel database on older version (i.e. IP2014) was upgraded to IP2017 using upgrep/IRM/upgphys. Then certain object such as the Link "INS Claims/FINS Members" was changed from Active to Inactive. As a result, Siebel application recorded the error message below.

SBL-DAT-00456: Link 'INS Claims/FINS Members', referred to in multi valued link definition 'FINS Members', business component definition 'name of business component', does not exist.
