Issue statement:
--------------------------
Unable to connect to srvrmgr(server manager) in test environment after upgrading to Siebel 17.6
Error: SBL-SCM-00018: Could not open connection to Siebel Gateway configuration store (dc******4:2320).
Steps to reproduce:
--------------------------
1. Ran test environment upgrade using schema.ddl and custrep.dat from DEV
2. Did fresh installation of 17.6 and pointed to upgrade 17.6 DB
3. cannot connect to srvrmgr but can log in to application and access server administration screen
