Siebel IP2017 Junk Characters On Siebel Application Post Upgrade (Doc ID 2405511.1)

On : 17.5 [IP2017] version, Upgrade

When attempting to access Siebel application post upgrade to IP2017 PS6 with IRM and FullPublish execution, the application came up but with junk characters.

Junk characters should not be displayed in Siebel

The issue can be reproduced ONLY in customer environment at will with the following steps:
1. Setup IP2017 Patchset 5 with interim POC patch and execute IRM with PS6.
2. Rollback to PS5 and interim POC patch
3. Run FullPublish and try to check if application came up properly.

The issue has the following business impact:
Due to this issue, users cannot access application without junk characters and this was causing a setback.
