Siebel Upgrade To IP2017 - SRF

We want to upgrade from to IP2017 version, but we have question:

If we want to change SRF file, does 2017 version no need to stop service ?
it can change any function(like business service,business component,applet) of our system in real time?
and won't affect customer's normal use?
