Application Menu Does Not Display in Siebel IP 2016 Patchset 18.

Application Menu Does Display in Siebel IP 2016 Patchset 18.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Launch Open UI application
2. Observe the following:
  Menu options of File, Edit, View, Navigate do not display.
