Siebel IP2017 Application Login Fails with Link Missing Error post Upgrade from IP2014 PS5 (Doc ID 2409261.1)

Symptoms

On : 17.5 [IP2017] version, Upgrade

When attempting to access Siebel application post upgrade to IP2017 (17.5 with interim patch), application does not come up and the following error occurs.

ERROR

Link <?>, referred to in the multi valued link definition <?>, business component definition <?>,does not exist (SBL-DAT-00456)

STEPS
-----------------------
The issue can be reproduced ONLY in customer environment at will with the following steps:
1. Perform upgrade to IP 17.5 with interim patch.
2. As part of upgrade, perform all the steps.
3. Check to see if application is working.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot bring up the application and this was causing a setback.
