Siebel IP2017 Siebel Server Handshake Failed Status post Upgrade (Doc ID 2409895.1)

On : 17.6 [IP2017] version, Upgrade

Siebel servers are not coming up post running upgrade on the System Test environment.

Siebel servers must be up and running after upgrade.

The issue can be reproduced ONLY in customer environment at will with the following steps:
1. Perform upgrade to 17.6
2. Make sure that upgrep, IRM and upgphys are completed.
3. Complete the configuration and check to see if the Siebel servers are up and running.

The issue has the following business impact:
Due to this issue, users cannot see the Siebel servers up and running and this is impacting their timeline as they are already 2 weeks delayed with their go-live date.
