16.19 - Query on DateTimeNoSec but including Seconds gives a strange error after patchset .

[1] The query could not be run because there is an invalid character in the field 'Planned Start'. Please ensure that the value in the filed is formatted correctly with only valid characters.
Missing quotes around the search criteria or unnecessary punctuation will often cause an error. (SBL-DAT-00403)

[2] Expression does not match any Siebel query language grammar rules. Unexpected token " " found at or near location 9. (SBL-DAT-60236)

The issue can be reproduced at will with the following steps:
1. Go to All Activities view.
2. Run a query on Start date (has the Date TimeNoSec display format). Include seconds in your query.
