Desktop Integration Siebel Agent Displays Firewall Setting Error (Doc ID 2411607.1)

Symptoms


When trying to generate KWD scripts the following error was occurring: 

"Cannot communicate with Desktop Integration Siebel Agent! Please check firewall settings of your machine and make sure it can connect to Siebel server.(SBL-UIJ-52896)"

Also the same error was occurring just after user login into application and while trying to open an attachment.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Install DISA 

2. Login => SBL-UIJ-52896 error occurs 

3. Navigate to service request list , drill down on a service request and select attachments sub view.

4. Try to add an attachment  =>  SBL-UIJ-52896 error occurs 

Collected DISA logs showed more errors:
