---------------
First and Previous Navigation Record Set is enabled for First record in List applet when column is locked
EXPECTED BEHAVIOR
-----------------------
First and Previous Navigation Record Set should be disable for First record in List applet even column is locked
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Scenario #1: Only one record displayed on any List Applet.
Steps to reproduce:
1) Get to a Service Request list applet
2) Query for one Service Number
Note the navigation record set controls arrows are disabled.
This is expected, since there are no other records to navigate on the current query.
3) Lock the second column.
4) All navigation record set control arrows turn into enabled which is not an expected behavior where First and Previous Record Set should be disable
5) Unlock the column.
6) Navigation record set control arrows still remain enabled.
They will be disabled again, only if the applet is refreshed ("Refine Query).
Scenario #2: Many records displayed on any List Applet.
Steps to reproduce:
1) Get to a Service Request list applet , and many records displayed.
Note the navigation record set controls arrows << & < are disabled.
This is expected, since the focus in on the first record of the query subset.
2) Lock the second column.

Note the focus is still on the first record in the list.
