Getting '500 Internal Server error' While Logging In To Migration Tool (Doc ID 2413956.1)

On : 18.4 version, Upgrade

When attempting to use Migration URL in IP2017, it fails and the following error occurs.

Server returned 500 Internal Server error. Contact System Administrator.

The issue can be reproduced ONLY in customer environment at will with the following steps:
1. Upgrade to IP2017.
2. Set up and use Migration URL in IP2017
3. Getting '500 Internal Server error' when logging in to migration URL
