Siebel 18.5 - Incremental Migration From Source To Target Fails at Schema Service - Export step with watermark error

On : 18.5 version, Upgrade

When attempting to run an incremental migration from DEV to PROD environment, the following error occurs.

Connecting to the server : Schema Service/GetWaterMark
2018-06-23 15:32:59,906 [DEBUG] - com.siebel.migration.server.MigrationExecution:invokeRestCall Http response : {"watermark":"","error":"Production Environment is not properly configured for Dev-to-Prod."}

The issue can be reproduced at will with the following steps:

1. Upgrade DEV env to 18.5.
2. Upgrade PROD env to 18.5.
3. When running migration from DEV to PROD check to see if the migration is successful.

The issue has the following business impact:
Due to this issue, users cannot proceed with their business go-live and this was causing a huge setback.
