CommInboundRcvr and CommOutboundMgr start to crashes after a new SRF Deployment

On : 16.9 [IP2016] version, Comms Server & Email Response
When attempting to send and outbound email or process an inbound email the CommOutboundMgr or CommInboundRcvr component crashes. The following error can be observed on Siebel Enterprise Server log
Line 187: ServerLog ProcessExit 1 00000d715b1e7a1d:0 2018-06-11 09:45:16 CommInboundRcvr 6182 SBL-OSD-02006 Process 6182 exited with error - Process exited because it received signal SIGABRT.
Line 189: ServerLog ProcessExit 1 00000d715b1e7a1d:0 2018-06-11 09:46:02 CommOutboundMgr 5301 SBL-OSD-02006 Process 5301 exited with error - Process exited because it received signal SIGABRT.
The problems started this weekend AFTER a new SRF deployment with some changes where the following code has been added:

var psOut = TheApplication().NewPropertySet();
The issue can be reproduced at will with the following steps:
1. Login to Siebel Application
2. Try to send an outbound email.
3. The CommOutboundMgr component crashes.
