While Creating Service Request With Attachment Getting Error SBL-EAI-04404 (Doc ID 2416582.1)

Symptoms

On : 16.13 [IP2016] version, Siebel EAI

While testing out of the box webservice 'ServiceReqWS' method 'ServiceReqInsert' to create Service Request with Attachment through SOAPUI,
 getting the below error

As determined by the first instance, all subsequent instances of integration component 'Service Request' should use the same user key 'Implicit user key (Id) for UI Data Adapter'(SBL-EAI-04404)

STEPS

The issue can be reproduced at will with the following steps:
1. Invoke the inbound webservice "ServiceReqWS" from SOAPUI

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot be able to create service request and respective attachments in siebel
