Unable To Login to Oracle BI Publisher After Applying Patch 27570221 with Siebel credentials

On : 15.4 [IP2015] version, Reports

When attempting to access BI Publisher with Siebel integration after applying patch 27570221, the login to BIP fails with SADMIN credentials and following error occurs:

ERROR

The server cannot be used due to configuration issue.

java.lang.nullpointerexception

STEPS
-----------------------
The issue can be reproduced ONLY in customer environment at will with the following steps:
1. Setup Siebel BIP 11g integration with Siebel security model and make sure everything is working fine.
2. Apply patch Patch No is p27737733_111190_SOLARIS64.zip and in this, apply 27570221.
3. Check to see if BIP login is successful.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot login to BIP with Siebel credentials. Customer is waiting to complete this issue since they have to apply the same in production to overcome the performance issue.
