ACTUAL BEHAVIOR
---------------
Opening Workflow Simulator View leads to CPU usage at Max

When a user opening Workflow simulator view from the application, the cpu usage on the server/machine will go to 100% and it will never come back even after closing the application.
The only way to fix it at this point is by restarting the server as the process seems to be looping on background.

This is replicable in Vanilla environment as well by doing the following steps:
1. Go to Siebel server application
2. Go to Site Map
3. Look for Workflow Simulator View (View Name: Workflow Simulator Wait View )

After opening the view, the CPU starts to rise and not going down anymore.
