ACTUAL BEHAVIOR
---------------
Unable to open an attachment in Siebel Open UI.

EXPECTED BEHAVIOR
-----------------------
Attachments should open properly in Open UI.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Customer applied patch 15.18 (previously on 15.17)

2. Clicking over the attachment link displays an icon like something is processing but there is never any pop up returned to open/save the attachement


BUSINESS IMPACT

The issue has the following business impact:
There is no way to open or save any attachment throughout the entire application
