Unable To Launch Siebel Tools IP 16 Installation Wizard (Doc ID 2418958.1)

On : 16.18 [IP2016] version, Installation

When tried to run the setup.bat file by right clicking on it and run as administrator, nothing happens and the installation wizard does not launch.

OUI should open up.

The issue can be reproduced at will with the following steps:
1. Created the network image for tools installer.
2. Run setup.bat
