Siebel 2018, using F9 email via TLS , getting errors: SMTP server unavailable: 535 Authentication Credentials Invalid

Siebel F9 is not sending messages due "SMTP server unavailable: 535 Authentication Credentials Invalid" , but when I use script and sent message out of Siebel the email was sent with success.
Symptoms
Customer used a script out of Siebel just to confirm that Siebel was ok to communicate with SMTP server -it worked OK, but F9 email failed with below errors,
using "Enable TLS for SMTP = TRUE"
MAILDRIVER[07/05/2018 17:12:33]:DBG:SMTP: Closing socket to server test_amazonaws.com on port 587
MAILDRIVER[07/05/2018 17:12:33]:ERROR:SMTP server unavailable: 535 Authentication Credentials Invalid
...
MAILDRIVER[07/05/2018 17:12:34]:ERROR:SMTP server unavailable: 530 Must issue a STARTTLS command first
Changes
"SMTP Account Name" and "SMTP Password" were changed
