When Dragging an Email from Outlook, .msg File Saved into the Local Disk is Not Getting Deleted Automatically (Doc ID 2420539.1)

When dragging an email from Outlook, .msg file saved into the local disk is not getting deleted automatically. This issue is specific to IE11 and occurs in a particular case when if Outlook is closed first,before the browser, then the temporary file is never deleted. 

When dragging an email from Outlook, the email will be temporarily saved into the local disk and be kept for certain period of time (10 minutes as a default), then deleted automatically.

The issue can be reproduced at will with the following steps:
1. Drag an email from Outlook to Siebel.
2. A .msg file is created into user's AppData\Local\Temp folder
3. Wait 10 minutes. you will see that the temporary file is not deleted
