Reports upload issue after successful integration of BIP 12c with Siebel 16

Exception in Java Business Service in stage <?> : <?>(SBL-EAI-05001)

(javabsvc.cpp (448)) SBL-EAI-05001: Exception in Java Business Service in stage During Invoke : JVM Exception:java.lang.NoClassDefFoundError: JVM Exception:java.lang.NoClassDefFoundError: oracle/apps/xdo/common/log/Logger

The issue can be reproduced at will with the following steps:
1. Integrate BIP with Siebel
2. Login to BIP with sadmin to check if integration is successful
3. Upload reports

The issue has the following business impact:
Due to this issue, users cannot complete integration.


 Fresh integration of BIP12c with Siebel 16.19
