Siebel Tools Crashes During IRM During Upgrade From 8.1.1.11 To IP 17 (Doc ID 2422021.1)

Symptoms

On : 17.0 [IP2017] version, Configuration - Dev Env

When attempting to run IRM from Tools for upgrade to 17.5, the following error occurs.

ERROR
-----------------------
Siebel Tools has stopped working 
Windows can check online for a solution to the problem.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Perform an upgrade from 8.1.1.11 to IP2017 (17.5)
2. As part of upgrep, take a backup of DB and run DBSTATS and execute IRM.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot complete the IRM step as it was crashing.
