SBL-UIF-00317 Error On Most View Navigation On Newly Installed 16.19 Environment (Doc ID 2422519.1)

Symptoms

After completing installation of IP2016 with patchset 19, an user can log into Siebel Web Client, but when going to most views, it ends up with SBL-UIF-00317 error.

For example, when trying to go to Service Request List View, the following error is displayed.
