IP2017 Migration Development To Test Using Migration Application is not working

Migration of configuration from development to test environment using Siebel Migration Application was executed. Two connections, one from development environment and one to test environment were configured. Also a migration plan was configured then it was executed. The first task (generating ddl file using ddldict) ended successfully but the second task (copying ddl file to test environment) failed with an error.

ERROR

WfProcMgr log on the target environment (test environment) showed the following error.
SBL-BPR-00158: Cannot execute workflow process definition 'File Transfer Workflow' because it either does not exist, it is not Active, it has expired, or it was recently updated and re-published using a different Row ID.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create migration profile.
2. Deploy migration profile.
3. Execute migration.
