Siebel server does not start after upgrade (Doc ID 2423595.1)

Symptoms



Unable to start Siebel server after upgrading from Siebel 8.1.1.10 version to Siebel 16.19 version. The following error was generated in SiebSrvr.log

ERROR
-----------------------
SBL-SVR-00011: Required argument, Username, is missing


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Connect to the siebel server machine
2. Source the siebel environment variables.

Examples: <siebel_root>/siebsrvr/. ./siebenv.sh

3. Navigate to bin folder and start the siebel server

Example: ./start_server all
