Prod Test Upgrade is failing with Error "Can not find repository: New Customer Repository"

Symptoms
While running prod test upgrade from dev to test environment using 18.7 repository, it is failing with errors.
Custrep.dat and schema.ddl files from DEV are exported and renamed as custrep.dat and placed in /dbsrvr/oracle folder. of test environment and started prod test upgrade, but it is failing with below error:

STEPS

The issue can be reproduced at will with the following steps:
1. Run schema.ddl & custrep.dat in dev using DB config wizard
2. Copy the files from source to target
3. Run prod mode upgrade in Test
