On : 18.6 version, Upgrade

ACTUAL BEHAVIOR
---------------
Siebel Gateway does not start up after migration installation from IP2016 to 18.6 version.

EXPECTED BEHAVIOR
-----------------------
Gateway should startup without any issues

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run installation as migration
2. Do database upgrade - IRM
3. Check if profiles are migrated
