Siebel Application Inaccessible after Switching Siebel to Dataguard and shows SSL0221E: SSL Handshake Failed in IHS Web Server (Doc ID 2430006.1)

Symptoms

On : 8.2.2.3 SIA [23021] version, Siebel EAI


When switching over Siebel to Dataguard, the following error message appear in the web server access logs:

ERROR
-----------------------
SSL Handshake Failed, Either the certificate has expired or the system clock is incorrect"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Make sure Siebel application is working fine with IBM HTTP Server
2. Switch Siebel to Dataguard
3. Check to see if Siebel application is working.
