Siebel IP2017 Tools Crash when running FullPublish with Workspace Enabled IP2016 Repository (Doc ID 2430026.1)

Symptoms

On : 17.5 [IP2017] version, Configuration - Dev Env

Siebel Tools IP2017 crashes when FullPublish is started with workspace enabled IP2016 repository. During FullPublish, Siebel Tools instance opens and then crashes and closes without executing FullPublish.

EXPECTED RESULT

Siebel Tools should open instances and run FullPublish

ACTUAL RESULT
-----------------------
Siebel Tools instances crash immediately on executing FullPublish


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrade the database from IP2016 to IP2017 patchset 5 with workspace enabled repository
2. Run IRM and make sure IRM is successful
3. Finish merge conflict resolution and execute FullPublish

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot run FullPublish as it was crashing and was causing a setback with upgrade execution.
