Generate Runtime Repository for 8.1.1.11 to 2018 upgrade

Problem Description
---------------------------------------------------
The generate runtime repository (FullPublish) step fails during the upgrade from 8.1.1.11 to 18.7. Preliminary steps were taken as per documentation, like deleting devtools.prf and setting DockRepositoryName to "New Customer Repository". Log file indicates that it failed with the following log entries:

An attempt to run FullPublish against the New Siebel Repository (Vanilla) failed with the same error, though it cleaned up all the records in S_RR tables leaving them empty.
