ACTUAL BEHAVIOR
---------------
Customer upgraded their test environment to Siebel 2018.5 and end users are experience a hanging/frozen Siebel home page screen.
EXPECTED BEHAVIOR
-----------------------
Siebel end users should be able to login to an upgrade Siebel 2018.5 without the home page freezing/hanging.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrade to Siebel 2018.5
2. Login to Siebel 2018.5
3. Observe the frozen screen

Due to this issue, users cannot use Siebel 2018.5 after upgrade
