Is it Possible to Process Failed Email Messages?

Information in this document applies to any platform.
Due to a File System access issue, there are a lot of emails in the Siebrvr/bin Incoming folder which were not processed initially.
Is it possible for the previous email(s) to be processed once access is restored to the File System?
