ACTUAL BEHAVIOR

IP 2017 Upgrade: Sub Type field on LOV BC not available to update in tools
Before upgrade to IP2017, the Sub Type field was added to the List of Values List Applet to store additional-clarifying information about the LOV.
Now, LOVs must be updated via workspaces in tools in IP2017. For business requirement, a new LOV record is needed and assign a specific value to the Sub Type field for this new LOV record.
However in dedicated tools and in web tools, the Sub Type field is not available. It is not on the applets nor in the columns displayed option.
The Sub Type field is available to view via the client in Administration - Data --> List Of Values, but of course, you cannot update the LOVs from this view anymore.
EXPECTED BEHAVIOR

Customer is expecting to see the Sub Type field to be available to update in tools or webtools.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in to Web Tools or Siebel Tools
2. Click Tools menu, select List Of Values
3. Note the Sub Type field is not exposed on the WT List of Values List Applet in Web Tools, nor in the List of Values List Applet in Siebel Tools.
