Siebel Components are showing Offline

On : 18.104.22.168.13 [IP2014] version, System Admin
Siebel Server started successfully but all components are showing Offline. Status of components can be seen by using server Manager command line. Another symptoms can be seen Intermittent connection failure using Server Manager command when connecting to Siebel Enterprise. From Gateway server log could see below error message :
[TCPIP-server] send() failed for sd=1760 (err=10053 | An established connection was aborted by the software in your host machine.)
