IRM Stopped When Upgrading Siebel 220.127.116.11 SIA To IP 16.19

On : 16.19 [IP2016] version, Upgrade
IRM process stops when running Upgrade from Siebel 18.104.22.168 SIA to IP 16.19
Upgrep ran fine and IRM process is stopping after a few hours of execution.
The reported error is that Siebel Tools has stopped working during IRM.
The issue can be reproduced at will with the following steps:
1. Ran upgrep successfully
2. upgrade fails in merge step
