Siebel Installation: Dedicated or Mobile Web Client failing with error 'Unable to start Common SQL file api' (Doc ID 2437834.1)

Siebel Installation - on version: [IP2013]

Getting error while connecting to Dedicated Siebel Client (connecting to Server Datasource), but the same could happen with Mobile web Client (connecting to Local database).

On a Siebel Server (Development / Test) environment that is running on -
Server Application Version - SIA [23030] ENU

after having installed also Dedicated Web Client, but when trying to connect to that, an error is reported:

The user ID or password that you entered is incorrect. Please check the spelling and try again.

The issue can be reproduced at will with the following steps:
1. Install Siebel Dedicated Web Client;
2. Setup / change CFG parameters and details if needed;
3. Start that Dedicated client and try to login to Server DataSource;
4. Observe the error(s).

The issue has the following business impact:
Due to this issue, Developer or Admin users cannot use the Dedicated Client to perform any tests/activities using that.
Minimal impact under normal conditions as if Application Object Manager comp(s) are working fine, those could be used instead.
However, for specific tests or admin operations when the Siebel Server or AOM comps are stopped for some reason, Dedicated Client is needed.
