Intermittently Getting Too Many Open Files Error In UCM Publish (Doc ID 2440389.1)

On : 16.19 [IP2016] version, Universal Customer Master

When attempting to perform UCM publish/subscribe through outbound web service over JMS
the following error occurs intermitently to 3-4% of the calls

01-Aug-2018 23:54:17.117 SEVERE [http-nio-9001-Acceptor-0]$ Socket accept failed Too many open files

in addition to that, apparently all requests are logging into jms.log as a failure, even though functionally it is still working fine:
[SIEBEL ERROR] Thread[http-nio-9001-exec-13,5,main] [2:50:08.879 AM Thu Aug 2: ] Commit failed.
[SIEBEL ERROR] Thread[http-nio-9001-exec-13,5,main] [2:50:08.880 AM Thu Aug 2: ] Error invoking Commit --

The issue can not be reproduced at will

The issue has the following business impact:
Due to this issue, users perceive a 3-4 % rate of failure publishing UCM responses downstream. This would cause subscribing systems to be out of sync with the master data in UCM.
