Siebel Server Status Showing as "Handshake Failed" After deploying AI Profile

Symptoms
Performed migration installation of Siebel 8.1.1.8 to IP17 and applied 18.7 patch as well. After Siebel server is shows as migrated under SMC profiles. Created AI profile & Deployed, after deploying AI profile, Siebel server status showing as "Handshake Failed" via srvrmgr.
EXPECTED BEHAVIOR

STEPS

The issue can be reproduced at will with the following steps:
1. Perform AI migration installation
2. Perform ses migration installation
3. Create AI profile
4. Deploy AI profile
5. Siebel server is showing as Handshake failed
