Siebel server is up and running but application is not up

We had a VM cloning from a existing up and ruining Siebel environment but after cloning we can not bring Siebel Application up in cloned environment.

The issue can be reproduced at will with the following steps:
1. Try to login to application after cloned environment setup
2. unable to login

The issue has the following business impact:
Due to this issue, Development work is on hold because of server not available.
