ClientSide BusinessService changes requires Server bounce every time calling from ServerSide BusinessService

Could you please confirm if the below is OOB behaviour ?
Client side business service which is calling from server side business service(Server side BS calls in Workflow and this Workflow is exposed as inbound Web Service).
The changes made to the Client Side BS is not reflecting with out Server Bounce.
