ACTUAL BEHAVIOR

Unable to Create Bulk Order (Modify) on Promotion
Same scenario working fine from UI.
EXPECTED BEHAVIOR
-----------------------
Siebel should allow to place modify promotion using Bulk request for adding the additional component product
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Bulk Request to add additional component product under existing promotion asset by using Modify scenario
2. Prepare Bulk request action based on Service Id
3. Select promotion Asset in instances list applet
4. In Actions create action to add additional component product under promotion
Action Code = Update, Base Product = Promotion name, Component Product = product under promotion which need to be added using bulk request
